Everyone in the server sees it
Boost perks are server settings. Once the level is active, members can use that server’s emoji, hear the higher voice quality, and open the vanity invite without buying Nitro themselves.
That is different from Nitro on an account. Nitro follows one person. A server boost follows the server. Someone who leaves the server leaves the perks behind. Someone who joins gets them immediately, for as long as the boost count holds.

The ones people notice first
The animated icon and the banner show in the server list, which is why a quiet server suddenly looks active. Level 1 unlocks the animated icon and a custom background on the invite page. Level 2 adds the banner. Level 3 lets that banner animate.
The vanity URL waits for Level 3. It replaces the random invite code with a short link people can remember and paste in chats. If the server later falls under 14 boosts, that short link stops working with the rest of the Level 3 perks.

Voice, streams, and emoji
Voice quality in that server’s channels goes to 128 kbps at Level 1, 256 kbps at Level 2, and 384 kbps at Level 3. Stream resolution reaches 1080p once the server is Level 2. Both of those apply to channels in the boosted server, and both step back down if the boost count drops under the level.
Emoji slots go to 100, then 150, then 250. Members can use those custom emoji inside the server without Nitro. Sending the same emoji in a different server still depends on Nitro on the account that sends it. The boost does not give every member Nitro.
Perks are tied to the live count, not to the day you paid. If a boost leaves and the server slips from Level 3 to Level 2, the vanity URL and the animated banner go with it until the count is restored.

Questions
- Do members need Nitro to use boosted emoji?
- No. Custom emoji from a boosted server can be used inside that server without Nitro. Using them in other servers still requires Nitro on the person sending them.
- Which level unlocks a vanity URL?
- Level 3. Discord asks for 14 active Server Boosts before a server can set a custom invite link.
- Who can see the banner and the higher voice quality?
- Anyone in the server. The banner shows on the server list and invite. Voice quality and stream resolution apply in that server’s channels while the level stays up.
